The Accountable Person Regime – who, what and when?

This webinar will look at what is required of the Accountable Person and the Principal Accountable Person regime pursuant to the Building Safety Act 2022. We will be looking at the new Higher-Risk Buildings (Management of Safety Risks etc) (England) Regulations 2023 which brings to life the roles of an Accountable Person and the Principal Accountable Person for higher-risk buildings.

We will set out the practical implications of being a duty holder and what this will mean for your organisation. The webinar will cover:

  1. How to work out if you are an Accountable Person or a Principal Accountable Person and what to do if it is not clear;
  2. What are the duties of an Accountable Person and Principal Accountable Person;
  3. A practical approach and steps required to meet those obligations; and
  4. How the roles will integrate with the Responsible Person under the Regulatory Reform (Fire Safety) Order 2005.

Speakers:

Lee Russell, Partner, Housing Management & Property Litigation

Lee was one of the first solicitors to qualify as part of the Solicitors Regulation Authority’s fully qualifying law degree. He was one of the youngest qualifying solicitors at the time.

Lee advises on all aspects of housing management and property litigation, regularly advising private organisations, land owners, developers, investors, charities, local authorities and some of the largest providers of social housing in the United Kingdom.

Michael Wharfe, Partner, Construction

Michael’s practice is heavily weighted towards contentious matters for housing associations and public bodies, with a particular focus on large complex disputes in commercial, insurance, engineering and construction matters.

His current workload centres around defects disputes, in particular the fire safety of rainscreen cladding systems on high rise buildings, and claims under latent defects policies.

Rachel Jones, Senior Associate, Construction

Rachel specialises in all aspects of construction and engineering law dispute resolution, including; litigation, adjudication and mediation. She has experience dealing with a wide variety of construction related disputes, primarily for employers; public bodies, including local authorities and registered social landlords and she has been heavily involved in the claims arising from the “cladding crisis”, namely compliance with Building Regulations and fire safety issues in external walls of multi-storey buildings, which has so affected the housing sector.

Ellie Fletcher, Associate, Construction

Ellie is an Associate in our Construction, Engineering and Procurement team specialising in contentious construction matters.

Ellie has experience of mediation, High Court litigation and adjudication. Ellie acts for employers, developers and architects on contentious matters. Ellie regularly advises in relation to insurance matters most commonly building warranty claims and claims under professional indemnity policies.

Hannah Keane, Associate, Housing Management & Property Litigation

Hannah joined Devonshires Solicitors in 2015 as Paralegal in the Securitisation Team. After taking six months out to complete her Legal Practice Course, Hannah returned to Devonshires as a Paralegal in the Housing Management Team, where she advised on various issues of disrepair and assisted solicitors on further matters arising out of social housing such as subletting and anti-social behaviour.
