From 1 April 2023, all registered providers, that own 1,000 or more units of social housing stock, must calculate and publish all TSMs on an annual basis. In order to do this, they must follow the ‘Tenant Satisfaction Measures: Technical Requirements’, these set out the TSMs as defined by the Regulator.
This document sits alongside ‘Tenant Satisfaction Measures: Tenant Survey Requirements’, which sets out further requirements as to how providers are required to conduct tenant perception surveys to generate a subset of TSMs (‘Tenant Perception Measures’).
In September 2022, the Social Housing Regulator published a decision statement on the final Tenant Satisfaction Measures ‘TSMs’, and we reported on this here. The TSMs are the core set of performance measures against which all providers must publish their performance. They are a requirement of the ‘Tenant Satisfaction Measures Standard’ which comes into effect from 1 April 2023. The central aims of the TSMs are to provide greater transparency about landlord’s performance to the tenants and inform the Social Housing Regulator about how a landlord is complying with consumer standards.

Donna will be speaking on this topic alongside Anne-Marie Bancroft, Principal Consultant from Altair at The Devonshires Housing Conference in Birmingham on Thursday 27th April 2023, an event specifically designed and free of charge for our housing clients to enable them to keep abreast of updates, but also get the opportunity to come together to discuss their issues and best practice.
